Numbers 26:62
62 Those who were numbered of them were 23,000 e e , every male from a month old and upward , for they were not numbered among the sons of Israel since no inheritance was given to them among the sons of Israel .

Levi was God's tribe; therefore it was not numbered with the rest, but alone. It came not under the sentence, that none of them should enter Canaan excepting Caleb and Joshua.
