²³ To the general assembly and church of the firstborn, which are written [1] in heaven, and to God the Judge of all, and to the spirits of just men made perfect,

²³ the universal gathering; and to [the] assembly of the firstborn [who are] registered in heaven; and to God, judge of all; and to [the] spirits of just [men] made perfect;

²³ and Christian citizens. It is the city where God is Judge, with judgments that make us just.
